Default vag not reading says link error

Hi guys I'm new here, I hope somebody can help I own a 97 a4 2.8 2wd , I just bought a 99 a4quattro one has afc motor I believe the other an aha with the new /used quattro I also was given a vag com scan tool. So I hook it up to the new one and it says link error but I hook it up to my old one and it reads just fine BTW the guy I bought it from told me he had just switched brains. Can anyone give me any advice on what might be causing the error on the new car ?the old owner also told me that the car just died on him while he was driving. And now when I turn the key it won't turn over sounds like the started isn't engaging but the belt is turning trying to do something so I thought maybe its not the starter and something else however I tried to bump. SStart it and no dice doesn't even backfire. But all the lights come on and I also just changed the camshaft position sensor but still bag co won't work and cars doing same thing. Please any advice would be much appreciated

If the vagcom will read in another car and not this one I'd check the ecu fuse and then I'd unhook the battery for 1 minute. Will VAG connect to the car at all? IE instruments, ABS ect.?
