Idle jumps between 1500 and 2000 rpms

Idle jumps between 1500 and 2000 rpms
If anyone has any inside on this I will appreciate your help,
Audi 2002 1.8 t
No codes car runs fine but only between 1500 and 2000 rpms idle goes up and down and car has a hesitation. After talking to several people no ones has any idea what the problem could be. Also spark plugs and coils have been change not original parts on coils do.
