94 quattro overheating

94 quattro overheating
bought a 94 quattro it seems to be getting a little warm under load. have replaced the bottle thermostat waterpump tbelt new g12. system holds pressure. the fans run when the compressor is on and switch to high speed at 98c car will get hot driving up the canyon but cool right down when you turn around and go back down. any thoughts coolant is clear and oil looks good. thanks

should mention its a 12 v6 '94 90 Quattro with 150,000 and sat for 2-3 years. Also are the fans supposed to stay on the entire time when it gets to 98c and above because they are kicking on and off even when the temp gets higher. thanks
