Why can't I get belt to work?

Why can't I get belt to work?
I am one belt away from completing my repairs and I am at a loss.
I have a 1995 90 Quattro with 2.8 AFC engine. It has the updated belt tensioner (just got a new one from Blauparts), however, the 1905 mm belt that I thought I needed for it is way too loose once its on and the 1863 mm that came with the new tensioner is too tight to go on.
I even considered omitting the AC because it hasn't worked in years according to the previous owner and wasn't hooked up when we got it, but even then I run into belt issues. I have found threads here that indicate 1632mm, 1623mm, 1675mm and 1790mm will work without the AC pulley being connected. But no one seems to agree..lol.
I have tried 1623mm and 1632mm but both are way too small.
Does anyone have any ideas????

Re: Can't get serpentine belt to work...
I believe 1863 mm is correct updated route length.
Is your routing correct (diagram from 12v.org)?
Is your tensioner the correct one?
Is the tensioner locked in the fully retracted position?
Is the tensioner seated properly when mounted?
Is the belt fully on the other pulleys?
That's all I can think of.

Updated Belt
Hmm...by looking at the link I am almost sure I have the old style belt. What would be the advantages or re-routing my belt setup ?
