Default Audi detuning their engines?

I have recently been informed by a breakdown cover mechanic who claims to have been on an Audi course where they were informed that Audi ECU's now incrementally reduce the break horse power of their engines as they get older!.The justification for this is apparently to protect older components. He informed me that there is a software fix that tells the ECU that the engine has been replaced and all the power can then be restored. Whether this is true or not is anyone's guess but if it is I would not be a very happy punter buying an Audi in the future.
Can anyone confirm? This was a mechanic from one of the premier breakdown organisations in the UK.
