I changed the timing belt water pump etc on my old A4 2.8 without the locking tool and the motors are similar. Just make sure you mark the cam wheels to something on the engine before you remove the original belt and you will be fine.
I was very nervous at first but after removing the belt I found that the cam wheels do not move very easily and it was easy to get the new one on without moving it. If your nervous before you start the car rotate the motor through several times to ensure their is not any "Interference" of the valves/pistons and you will be fine. If you feel your good enough to do this job then you can be careful enough not to move the cams.
I say while you have it all a part do the cam seals/valve gaskets as well because mine started leaking not long after and who wants to pull all that crap apart again for a cheap part that is going to go eventually anyway?

Of course the water pump thermostat etc also should be replaced. Get a kit.
