Default 2004 a4 3.0 t-belt question

Hi everyone,newbee here.I am performing a timing belt/cam seals/water pump job on a 2004 3.0 and have a specific question about one part of the belt tensioning procedure.Cams and crank are locked with tools,cam sprockets hand tight,idler tensioner set and hydraulic tensioner set.Im at the point where im setting cam timing with 10NM tension on exhaust sprockets, after putting 25 NM on the tensioner, as per Alldata, are you supposed to hold the 25 nm on the belt tensioner while torquing the 4 cam sprockets or just torque them without holding tension on the belt???
