Car is very hard to start and when it does, it chugs and blow white smoke like a insect fogging machine. If I slowly bring the revs up it will clear out and have normal exhaust and no missing at higher rpm( above 2500rpm). As soon as I let the rpm's drop it immediately starts smoking and missing again and will not hold idle. Could all this be the purge valve?

sound like excess fuel on the plugs.... when last you changed the plugs... also it could be the fuel pressure regulator......
