Power to heated O2 sensor

Power to heated O2 sensor
2013 Allroad. Check engine light appeared. Checked codes and it was upstream heated O2 sensor low . I replaced it with new Bosch OE unit. Cleared codes and then came back indicating low readings on downstream O2 sensor. Replaced that one. Still throwing P00030 code. Checked all combinations of pins feeding the sensors and did not find 12 v in either sensor. Is there a relay or fuse that needs to be checked?
