Is $491 a good price for upper control arm(driver side) and driver shaft(driver side), installation

If it includes alignment yes.
and parts. The axle is a couple hindered and at least one to two hours labor, upper control arm same thing. Tip...multilink upper control arm(s) should be replaced in pairs. That little ball joint is undersized and if one is gone, the other isn’t far behind.

Suspiciously good price
That is a very good price. What's the catch? I would think it should be at least twice that cost. Are you going to a reputable shop? They will have to deal with that pinch bolt, which can be a bugger if it hasn't been removed before. Don't let them install cheap remanufactured axles. You might have to change them again in a couple of months. I recommend having them install Raxles. They are at least as good or better than OEM but at half the cost. Still pricey, though. If you'd like to keep that beautiful A4 going for a long time, spring for good parts.
