00643 EDL Outlet Valve - Right Front - N167

What does this error code mean, the local Audi dealer received this code: 00643 EDL Outlet Valve - Right Front - N167 from my '96 A4 quattro. The ABS and Brake light are on. Does this refer to a bad ABS control module? Or something else...TIA of any suggestions.

iirc it's part of the abs head.
