2001 1.8T no heat

2001 1.8T no heat
Howdy,
temperature of the climate control is set to "Hi", engine has operating temperature. Both the hoses to the heater core are hot.
Did purge the heater
Still no hot air.
What is surprising to me is that the AC compressor is on and the AC lines are one hot, one cold - so there is circulation
Is the compressor supposed to be on, even when heat is called ?

Is there any air ( does the fan blow?) can you direct the air to windscreen, floor etc?
There are a couple of flap motors to direct the air, so check that first.
Have you bled the return line near the firewall? I know you checked the return line gets hot, but check it.
