AC works but no cold air

AC works but no cold air
This is an audi a4 1.9tdi automatic from 1999. I have been to two garages and have tried things myself but can't figure this one out.
Everything works on the air conditioning, the pump, the fan and the pipe which enters the interior gets cold but I get no cold air from the ventilation vents.
Obviously me and the garage have thought about the temperature control valve but I do get cold and hot air just no air conditioning cold air ... also I took that motor off and moved the arm of the valve and it worked perfect.
I think it might be the expansion valve (orifice tube) in the pipes, but the garage that that couldn't be the case.. The AC is filled properly so that can't be the problem.
Hope someone has ideas because with this hot weather an AC would be very nice!
