cooling problems

I have a 1996 audi Quattro A-4 and been having cooling problems. I've replaced the clutch on the mechanical fan the aux fan thermo switch and the water cooling sensor. I took it to a mechanic he ran a bunch of test and tested the aux. cooling fan and when he by-passed the thermo switch connector the fan worked. He thought it was the water cooling sensor but the problem still persist. Anyone out there that might be be able to help would be much appreciated.(the engine is running way to warm it's not boiling over but wayyy to warm)

How about some detail on the symptoms? When does it overheat? In traffic? On the highway? Around town?
