i flash my highs at night or early morn when noone's around
it seems to work a lot of the time.... often even without flashing, the bumps (bad city streets) seems to affect the lights enough to prompt a chnage... and i'm driving pre-dawn every day...i wish something like that worked.

Major BS, facts to back it up...
My wife worked for the Plano (TX) PD for 7 years, a good friend of mine who works for a contract EMS service in North TX, and my Neighbor who is a Frisco Tx cop all tell me it is BS. While there is such a thing as Traffic magemement programs in certain Muncipalities, they vary a lot from city to city. For instance Plano has some lights that are close to stations that can be controlled directly, more commonly intersections are transponder controled that literaly "sense" the EMS vehicles approaching. In the old days there was a stobe sensor that was available. However it used a very specific blink rate (frequency) to activate and those were only on ambulances and and firetrucks (not cruisers or bikes) because the rage in daylight was very limited. The guy said those are mostly gone in bigger city's as far as he knows. He also said it was illegal in the state of Texas to manipulate traffic enforcement equipment or signs so yes it would be illegal as hell.
BTW, Nobody said it was impossible, but for Christ sake if it is that important to be there, leave 5 minutes earlier, and don't F-Up traffic for the rest of us.

In CA we have strobe lights on Emergency Vehicles, and detectors on lights that read pulse freqs.
You can sometimes see them under older lights looks like a small thumb sized tube mounted under the light. It's basically a photocell that gets triggered by the strobe. It's why you'll see high mounted strobe lights on most fire vehicles, they're aimed up to hit the sensor.
And of course, it's some huge fine if you use any device that triggers the lights. In fact if I remember right, I think it's a little more than just a fine.
