Engine problem question-

Dealer tends to recommend a new ECU very easily as a solution to a problem, great when under warranty, but not when I gotta shell out 600-700 for one.
The car went in making boost but the timing felt as though it was being pulled back, when i got it back they told me "bad ecu" and "bad turbo". Now it has no power.
I brought it to the dealership and they put the diagnostic on the car and got the code for a bad cam position sensor. They then tested the sensor with an ohm meter or some gizmo and it fell within proper specs, then they tested the harness to see if there was a short, no short, then they swapped the sensor for another on and still got the code. They said it was sending a signal but the ecu wasn't responding.
The car is chipped and I have had a similar problem in the past. I sent the ECU bact to shop that did the work to have them check it out. They are unable to find a fault in the ECU (they found a solder jump last time and repaired it - that problem took a year to show up and the car ran fine until then). I trust the shop that checked the computer and they have a very good reputation in my area.
to compound this mess the dealer says the turbo is producing 0 boost and needs to be replaced. (1400 for a K03!), it was making erratic boost before this now none at all?
This car is testing me.
