Default Fading Idle/Idle Control Valve?

The is an intermittent problem with my '96 2.8Q: while idling the tach occasional drops a fair amount, then rebounds. Never has stalled out, but came close once. Happens whether car is cold or warm, but is intermittent.

Any ideas?

One guess is a sticky idle control valve. I can clean and lube that on my BMW, but no idea if that is possible on the 2.8 12v.

Thanks for any clues!
