fuel pump help

fuel pump help
This morning I could not get my car to start, and I think I narrowed it down to the fuel pump. I turned on the ignition and put a test light to the plug that goes into the fuel pump, but it did not light up. I checked fuses 28, 29, and 34. Is there a relay I could check? any other ideas?

the car is a 1999 if that helps any. I also checked to see if I was getting spark from the plugs, and I do not think I am. If a sensor or something goes bad does it shut that stuff off so I do not damage the car?

Check to see if it's getting power(more)
take out fuse 28, it is one of the bigger ones
it is 15amp and has a vacant spot right above it. take some electrical cable, and make it into a U shape. Take out the fuse and stick in the U bend cable one end into each slot.
Now take a voltmeter, and see if it's getting power if it is, then your problem is not electrical.
