Ignition switch
 
Yesterday my wife started our '97 1.8TQ and the headlights, AC, and wipers weren't working but the interior fan display kept moving up and down but was not doing anything. We kept shutting it off, locking it, unlocking it, and starting again and got the same problem. Finally we determined that if we giggled the key in the ignition switch everything started working appropriately again. Has anyone else had this experience? Is there a recall on this that I can't find?

but you do have a dirty ignition switch. They are not expensive or hard to replace, I tend to take them apart and clean them, but you have to be a dedicated do-it-yourselfer to do that.

I have the exact same problem...
 
...on my '97 1.8Tqms. I need to make an appointment to get it fixed. Yes, turning the key back a bit towards you allows the items you mentioned to receive power.

Had same problem, dealer replaced ignition switch.
