Winter wheel/tires....
Go with 16" not because of circumfrence issues (choosing proper tire size for appropriate wheel solves that), but because you will have an easier time finding appropriate tires. Several tire recommendations: Dunlop Winter M2, Pirelli winter P10 (or is it 210, I forgot! but tire dealer knows), Vredestein Wintrac (I'm running these now). All of the above perform reasonably well in winter conditions, but also do much better than average winter tires in dry or moist cond. Also another advantage to these is that in most sizes they are at least H rated & some sizes are V rated.
