is the passenger side mirror supose to be smaller than the drivers side mirror?

No, a Leprechaun sprinkled shrinking dust on yours. For 96-99.0 it is smaller.

I think so i noticed this the other day while washign my new car. Mine is the same way.

Default Nope. It's so you don't clobber your mirror on other cars and such ...

European streets tend to be very narrow, the small mirror does not protrude beyond the door skin.

Small narrow roads and whatnot. They just were too lazy to change it for the US cars, like the license plate holder for the 96.
