rust question?

I haven't got my camera available right now so this is the best image i could find to help illustrate my problem.
On the rear door, just above the handle in the actual window section is a triangular shaped piece of metal that is a high gloss black. This is the single bit that has rust bubbles on it that i just noticed.
My question is this: is this small piece detachable from the door itself and so could i go to a dealership and get a replacement bit fitted? Or is it more serious?

yes the small piece is detachable, and you can purchase a new piece from dealer
from inside there is a cover you remove that and behind is a screw that holds that that piece attached to door, remove the bolt and piece comes out.. you can repaint it or buy it new..
