Default It is always turning, but...

It increases RPM and boost as throttle angle and engine RPM increase until the ECU, commands the wastegate to open, thus limiting boost.
On the stock 1.8T, it reaches max torque from 1750 RPM to ~4500 RPM. It should be near its 0.5 bar limit in that range. At higher engine RPM the TC RPM stays high but cannot maintain full boost at the higher airflow.

Default it's about 2600rpm for apr 1bar. boom.
