Is there ANY way to still place an order on a 99.5 A4 talored to my specifications?

Yes!
You are pretty much limited to going to a LARGE Audi dealer. Examples I know are Carousel Motors in Minneapolis and Prestige Imports in Colorado. Both in the top 5 Audi dealers in the US. I know there is a huge dealer in Texas - I think Park Place or something like that. Someone last week posted the names of a huge one on the East coast.
Anyway, my Minneapolis dealer still has 1995.5 cars to be produced in July and delivered Sept 1st or so. It would not necessarily be an "order", but rather a change of an order that is already in the pipeline. For instance, the Minneapolis dealer has 40+ cars coming in during August/Sept. For example, last week I "ordered" a 1999.5 that he was able to modify - should be getting made in the next couple of days. Dealer (who has never lied to me) claims I will be driving it first of August.
to summarize, larger dealers still have allocation and can modify existing cars scheduled to be produced depending upon what you want/do not want. Also, most are really good about shipping around the country if you do not want to go pick it up.
E-mail me directly if you want the names of salespeople at the Minneapolis or Colorado dealership. Ended up ordering form Minneapolis.
