What does the second (outer) headlight adjustment control do?

What does the second (outer) headlight adjustment control do?

There are two white hex headlight adjusters on each projector housing. The one nearer to the center of the car works very well, raising and lowering the beam. The outer one seems to do nothing - anyone know what this does?

From the location, and the mounting point. I think it will effect the high beam.

I messed with the second ****, It did nothing untill i turned on the highs!

There's also a larger hex adjustment INSIDE the ousing itself. Anyone know what this does?

It looks as if it is a high beam adjuster as well.

thats for adjusting the Headlight / Bumper clearance
