obdtool.com is a cable with unregistered VAG-COM software
which is free.
$199 is the RossTech cable with the VAG-COM software registered. You basically pay $100 for the software registered, $100 for their cable.
The registered software lets you datalog to text file and enter some advanced functions most people don't need.
The RossTech cable is better quality build, but both do exactly the same thing cable wise.
Essentially, difference is the software being registered or not.

The only difference in registered/unregistered with reguards to DTC codes is registered version interprets them for you, unregistered doesn't.
