Default Wheel question - how do you find pcd and offset?

Probably should post this on he wheels forum - but am looking at a set of wheels on ebay - but the seller doesn't know anything about them. Is there a way he can find out the important info - like offset and bolt pattern, etc? Is it listed on the wheels anywhere? Or is this just something you're supposed to know?

Is it visible with tires on?

Inside the wheel well. or where the wheel is bolted to the car.

Find out what car it is currently on, or was on and get the info from www.tirerack.com by selecting the year make and model and select a wheel. Details of the wheel will be shown.
