Default It can, but...
If there's a lot of shaft play, chances are either the turbine wheel or compressor wheel already hit the housing and have been ruined.

Default Turbo blew from clogged cat...Seals are leaking on exhaust side...
both wheels look good and the housing is still good!

Default As long as...
both wheels, the shaft, housings and wastegate are fine, then a rebuild kit (new bearings, thrust washer, metal 'seal' rings) and a proper balance will pretty much bring it back to as new.
