Well...
It's definately possible to get a set of rims and tires for under a grand. However, it depends on your expectations in quality and/or brand names.
If you want the absolute highest quality, and a brand name that's well known, it's doubtful, however if you're willing to sacrifice a brand name to a less well known name, and possibly accept a clone of a popular wheel, it's possible in most respects.
Check out www.wheelmax.com, they sell some well known brands, as well as a ton of off-brands that are still great wheels, just catered to a tighter budget.
Tire rack often has specials, check there as well.
