So I know my a/c has no Freon in it since it was just taken part by previous owner so the condenser fan doesn’t turn on when I turn the temp all the way to cool. I have seen that because it’s empty and the Econ button stays on maybe that’s why. But to answer you I have not seen either fan turn on. Yea I am looking at getting a vagcom. I am just nervous to buy one if this car isn’t going to last.

So so is it normal that when the car is hot the reservoir tank is steaming and bubbling?

First, I was wrong about a mechanical fan; The B5 series has that. But with VAG-COM you can test run those fans from the computer.

Your reservoir should not be "steaming and bubbling" when hot, unless the reservoir cap isn't sealing properly. Check that the cap's O-ring is intact, but if in doubt, install a new one.
