Default I don't know who coined this term for the purpose of keyless remotes but see this definition:

It's actually a word and not an acronym (as I originally thought). See definition 2.

fob (fòb) noun
1. A small pocket at the front waistline of a man's trousers or in the
front of a vest, used especially to hold a watch.
2. a. A short chain or ribbon attached to a pocket watch and worn
hanging in front of the vest or waist. b. An ornament or seal attached
to such a chain or ribbon.

The American Heritage® Dictionary of the English Language, Third Edition

Or:

Main Entry: fob
Function: noun
Etymology: perhaps akin to German dialect Fuppe pocket
Date: 1653
1 : WATCH POCKET
2 : a short strap, ribbon, or chain attached especially to a pocket watch
3 : an ornament attached to a fob chain
