I purchased a 2002 Audi A4 Avant, and it has a real mess going on under the hood. It’s main issue is the vacuum hoses, the previous owner replaced the old vacuum lines with garden hose.. it’s kinking and just not functioning properly. And I’m not sure is that half metal half rubber tube going across the top of the engine is supposed to even be there.. someone told me it was a A/C or high pressure line. Not much luck finding a good diagram to use as a reference, any help would be appreciated!

Creative indeed, haha. I was aware of the work it needed when I purchased the car, I was willing to overlook it because I got a good deal. The check engine light is on, that could however be because I have bad coil packs. I live in a non-inspection state.
And I’m not sure about the label, what exactly is it I should be looking for? Thanks!
