While on assignment in Denver, I was able to get an AVIS car for 1 year as a short term lease.(more)
...I guess you can call them directly and ask for rates. I went to the local AVIS rental office (not the airport office) and was able to lease a GM car at a good price.
You don't have to worry about oil changes or maintenance...In my case, they actually contacted me to swap cars when they needed to change the oil, etc.

DCS is right...you don't need one in NY...
if she's living in manhattan she doesn't need a car. public transit in manhattan is easy and convenient. not to mention that parking for the year would be just about as much as some cars are worth...easily $25 per day, and that's not downtown. manhattan's pretty similar to hk...everythings close by and accessible by subway, bus or taxi.
does your sister drive in hk...traffic and parking will be similar in ny and hk. if she drives in hk and doesn't like/know how to use public transit, then maybe public transit in ny will seem intimidating. but if she's used to it in hk, she'll have no problem in ny.
otherwise, many rental agencies will rent for long periods (my friend rented for a month...paid for by work, but i'm assuming they can arrange for a year as well...but it will be costly. $800CDN for a hyundai is what my friend got for a month...a hyundai! for a month! a one year lease may be cheaper, but still not cheap...buying and selling may be the better choice.

Don't need a car in NYC
You don't need a car in NYC. You can use the metro or take a taxi. It's a huge hassle to have a car unless you have a garage which is very expensive. I live in NYC 9 months out of the year and I do fine without a car.
