How is it that GM can recall 1.7M cars, and Audi can't do a CP recall?

How is it that GM can recall 1.7M cars, and Audi can't do a CP recall?

American car company are more honest...
They view recalls as a duty and responsibility to ensure product saftely (and limit future legal liability).
Japanese and to a lesser degree German car companies are not as honest. They are not used to dealing with strong customer proection laws and high visibility of consumer rights in their home countries. They think recall is an end (admission of guilt) rather than a mean to address (mitigate) a problem.
It's one of the few perks of a lawsuit happy society we have... makes manufacturers more responsible.
