Parking Brake Cover Loose - How to re-connect?

Parking Brake Cover Loose - How to re-connect?
I got my car back from the shop, and they did something to the parking brake. pulled it too hard, snapped a tab or something. worked fine for the last 14 years (2003 a4), but now the Parking Brake Cover has come loose from the Parking Brake Leather Handle.

The Cover used to be firmly in place, but now it rocks freely back and forth. Its only the upper cover, the lower cover seems to be snugly in place.
Does anyone have any insight into how the handle and covers interact with each other?
