The factory has been trying to "lock out" chip tuners for a while...
In fact, Volvo has employed some of the harder encryption on their ECUs.
GIAC has the CM box (late 02 Passat 1.8T) code just about finished up, and this is pretty much the same challenge on the 02 A4. GIAC did have to rewrite some of their decryption software to work with new Bosch code, and it appears to have been successful.

Ok, so it looks like chipping is going to happen, but what about question #2...
will we still be able to chip a spare ECU or will the ECU be specifically coded to a car?

chips are already out in Europe... unless U.S. ECU's are different... check out this URL

They are already selling chips to bump the Euro versions from 150hp to 190hp...
So it is possible (unless they encrypt U.S. market ones differently)
