just went to get my car inspected and was told car was throwing this code. what exactly does it mean?

It appears to be a vacuum leak that's causing this error.

stands for Search The Forum Archive. I am sure that Tgr_Clw was only trying to help you which is why he provided a link to a previous post on the topic. Oh and trust me it is people like Tgr_Clw that make this forum so good. Replace your EVAP purge valve and check your vac lines to your Combi valve.
you can go here and ECS tells you that the EVAP purge valve is a common cure for the exact code you have
