Default why is one part of my air intake covered with duck tape?

Hello guys I just saw today that lower part of my intake is covered with duck tape. It has a hose that goes down but it;s not connected. Can you give me some heads up? Can I try to put the hose back..or I should go and investigate why is that there? I wanted to ask you cause on other cars is common to do this..but I don;t know why he did that (previous owner). Thank you!

The part in the pic you're wondering about is called Cold Weather Pre-Filter Screen. You need it for snowy climates.

Not sure about the duct tape but I'll open up my cold air tomorrow anyway and take a peek. Was it disconnected like that or did you do it?

It was disconnected by the previous owner. I just talked with him now and he said that you will have a better mileage. (Its true..cause less air is entering the engine..but I dont like it..I like to keep my car as stock is possible, and that why I want to put it back..but I dont know if I need more parts..Thank you for your responses.
As for the other part I live in Kansas..we have some winters here..I think I will replace that one. Thank you for your responses

I'll be able to tell you more tomorrow but that sounds like complete nonsense. The engine will be sucking in hot, unfiltered air through there. I think that disconnected hose goes to the secondary air pump (not 100% sure).

Less air equals better mileage? Wow he should tell Audi, maybe they would pay him for that information? Then their future cars will get better mileage.

Default Air intake

That connection to the intake air box is the secondary air injection which connects to the combi valve. You don't need any other parts to reconnect. Just remove the tape making sure there is no sticky stuff left and press the connector on. It will snap into place. This line disconnected from the filter box would suck dirty air.

Cheers!
