Those sound like very low tire pressures - what wheels/tires have you got, and what is factory recommended. I have 06 2.0 Q Tip w/performance running 235/45x17's and the recommended is front & rear 33psi light load, 36psi full load. I keep them at 34 psi front & rear. If the tires are too soft you can feel them flexing (i.e., vibration) at speed - just a thought. Also, they can "grab" bumps and tar strips rather than roll over them, and make the ride seem harsher - soft tires do not always mean smooth ride.

Those pressures are drastically low.
I don't know what tires you're running, but I seriously recommend you try inflating them to the sticker pressure and see what that does for you.
You can always set the pressures back if it doesn't give you what you're looking for.

For my 2 cents, your tires may be too high, especially upfront - however, this really depends on whether you have H rated tires (as I do) or V or something else. I see on the sticker on my door post that if I had the higher-speed rated "V" series, same size (235/45x17) then the recommended pressure would be higher. The fronts at 38psi, once heated up by several miles of spirited driving, could be well over 40 psi in actual use. This could be stiff enough that you are getting every minor irregularity in the road surface transmitted into the suspension and steering. If it is more of a vibration (as you stated) than a "hop" I would tend to think this might be just the sport-oriented stiff-ish springs and shocks being unable to totally absord and/or filter-out the rough road surface movements that are being transmitted through the tires at 40+psi. Again, just my view. I have found over the years that unless the steering wheel is shaking or hopping, it is not usually a balancing issue.
