Does the 2.0T get it done??
I realize I'm going to get a lot of opinions, but what the hell. I bought my B5 in 2000 with a 2.8 cause I felt that the 1.8T didn't have enough get up and go.
CarandDriver says the 2.0T in the B7 has plenty of pep and the 3.2 may not be necessary. If you driven both of them I'd really like to know your thoughts.

I had a 2000 B5 2.8Q Tiptronic and my new 2.0TQ Tip (not chipped) is *much* faster all around (official numbers back this up). It's a little noisier which I actually enjoy now, but is basically better in every way (mileage too).
You should of course go test drive both. I would recommend getting the sport suspension or s-line package if possible as I test drove a regular Fronttrack and it was floaty and just felt wrong. Actually, it might have just been the lack of quattro.

Most definitely - it gets the job done and then some. If I'm not mistaken, the 2000 B5 1.8T had ~ 150hp relative to the 2000.5/2001 1.8T that was bumped to 170hp, so I'm not surprised that the 2000 must've felt really slow
The 2.0T in comparison to the 1.8T feels VERY different... 5 valve technology (acquired from Bugatti) has been replaced with direct injection and when combined with a larger displacement, gives it all the extra performance you need...
Audi really could've tuned the engine with a higher output, but IMO, held back to not compete directly with the 3.2 (itself a very refined engine). I guess they gave themselves plenty of wiggle room for future platforms (i.e., B8, etc)
For me, the 2.0T was a choice of economy over the 3.2 (price difference, relatively better MPG, mod potential). If you're looking for improved performance over the 2.8, absolutely the 2.0T will perform better (remarkable given that the B7 is much heavier)... 2nd what spencermfi said
