Default Are loaners part of AoA service or by dealer

Bought my A4 last year but recently I moved over 70 miles away and when I decided to visit my now, local dealer for service - I was told they won't give me a loaner becasue I didn't buy the car from them....I told them that I moved and now I live in this area and if ever I wanted to buy a new car - I'd be going to them but they didn't care.
I wonder...is this loaner program part of AoA and they are required to provide me with one?
Or is it really up to the local dealer to provide that option?

Default If your car is kept overnight Audi will give rental anything other than that

is up to dealer
