Radiator fan turn on for 3 seconds and shuts off. Control module and relays replaced.

Radiator fan turn on for 3 seconds and shuts off. Control module and relays replaced.

Radiator fan turns on for 3 seconds and shuts off. Control module and both 614 relays replaced (with some random brand from ECS Tunning that say 100 on them). it blew my radiator and now iv replaced that (and the ac compressor) and its just sitting there.
Audi told me it was the Control module so i replaced it and it was still not working. The fan turns on even when the car is off (for like 3 seconds) so i replaced the relays. ITS STILL DOING IT!
Side note: After i did the relays, the traction control light turned on so i put the old ones back in and its still on.
I wouldn't think it was the fan it self because it turns on, but it literally just turn right back off.
Please help!
