I recently sold my 06 a4 and bought a 2014 a4. I was wondering if the 14's came with the LED running lights or if it was just newer models, or if it was just the higher end trim packages. mine is a premium package. If not, can the dealership install them if i want that look?

If you're curious about original equipment, it's usually best to start with finding the brochure and ordering guide for your model year. Such as https://pictures.dealer.com/aoa/c737...f04951e5b7.pdf.
It seems to imply the Xenon headlights with LED daytime running lights would be standard on Premium Plus and Prestige, and optional on Premium.
Standard on the Premium was typical halogen headlights with some manner of daytime running lights (but not the signature Audi LED patterns like on page 9 of the brochure).
If we look at https://www.ebay.com/p/2013-2014-Aud...3533295&chn=ps, it implies these are the Audi A4 B8.5 OEM halogen headlights, and they look like yours.
So I'd say you have a base Premium model without whatever option it was that upgraded the car to Xenon headlights with LED daytime running lights.
