In my A4 (2014) with navigation and B&O I have adjusted the setting of minimum volume (to zero in order to be able to keep it off). This required using the "green" hidden menu and VCDS computer I/F to enable the green menu. If you can do that (and how to) depends, I think, on which equipment and model year you have.

So the problem is that Audi thinks that if the car is turned off with the radio/media sound muted, you probably don't want it to stay silent the next time you start. Therefore, at startup the car don't remember the Mute status and it adjusts the volume according to a stored minimum (and maximum setting). A work-around of this problem is to change the minimum setting to zero.
It still doesn't remember Mute (in all cases) but if I know that I want silence for the near future I reduce the volume to zero. To activate the sound again I turn up the volume.
To change the minimum setting I have done the following:
1) With VCDS; Enable the Green/Hidden menu (find instructions on the web).
2) Call up the Green menu. In [/audiomanagement/volumerangers] change the value "Entertainment min" to 0.
(There is also a max setting to adjust if you don't like the original value).
3) Restart the car to activate the setting.
