Side view mirror peeling off.

Side view mirror peeling off.
A few days ago I noticed that my side view (passenger side) started bouncing around. It turned out that the mirror itself started to peel off and at this point is attached to the housing like a flap. Is there anyway to glue it back without compromising the heat function? Thanks in advance.
