I don't recall doing this change, and didn't even know how to get into the "1|0" menu until after I saw this in history. Does anyone have any idea what this is? Should I change it back?
It is important to know that coding and long coding are the same thing, coding makes it easier to interpret because a lot of the options have labels but every single option in coding corresponds to a bit switch in long coding. You are changing those hex values [each pair of letter/numbers tells the computer which of the 8 bits are on (8 bits per byte, starting at 0)] so when you are in coding and turn staging on all it does is change the bit in byte #1 which you have bolded and is overall changing the hex value to E7.

So, I get that E6 to E7 is "staging" (I flipped it tonight just to watch it change), but I don't get why, when I set it via the "shortcut" on the 25th, that shows, then it shows again via "long coding" on the 26th. I took it to mean that I had made an accidental/unintentional change on the 26th. I didn't think it was just an additional representation of the other change.
Sorry for the confusion about the errors. I still do get the "Description data not found" error any time I try to enter Coding/Adaptations/Basic Setting from 09 - Central Electric. I have reached out to OBDeleven support but don't have any answers yet.

Hmm it wouldn't be crazy if the timestamp was just off in the data.
