In northern climes where this is a problem, there's usually enough road salt and sand to prevent the crud from freezing solid in your wheel well. If it's as bad as on the truck, then use something to jab at the buildup. It'll break away. Now... if your car is lowered, then maybe it's a different story. Maybe someone can chime in?
