Driver side low beam HID won’t work while everything else does?

Driver side low beam HID won’t work while everything else does?
this has been bothering for a few weeks now. The low beam HID light on my 2003 A4 Cabriolet will not turn on. I have tested the following:
1. HID ballast - works
2. HID ignition harness - works
3. New HID bulbs on both sides
4. Grounds are clean - in the engine bay and under driver side floor/harness entry point.
5. High beam and parking lights work
furthermore, I have check voltage on the headlight wire harness. The black/yellow wire (low beam power) terminal reads 8.xxx-9.05v while on the functioning passengers side the voltage is firmly above 12v. So, somewhere I am loosing power but I cannot identifying the source. The wires are not frayed and do look completely normal.
Any suggestions or help would be greatly appreciated cause I am now lost.
