It's locked to VIN numbers, so you can only use it on 3 or 10 vehicles, depending upon how much you've paid to the developer(s). My old style HEX/CAN interface has no such limitations. It doesn't appear that they offer those any more, and are selling them based upon your planned usage. Somewhat disturbing, but I understand their concerns that shops will be using it without limitation, or restraint, and people doing the same for their friends, or people they meet on a forum, like this one.

At $199 for 3 VINs, $299 for 10 VINS, that's $50-$150 less than the old model. It also is compatible for the newest Audis (as well as earlier models).

I've been a Ross tech customer since 2001, and I am not happy with the change. I don't use my vag com often, but when i do, I don't want restrictions. I've sold quite a few enthusiasts on vag com by showing them what the system can do. When I first got my ugly adaptor, I lent my laptop to an Audi tech friend for a new weeks. The techs had seen vag com and were curious if it was a good option for them. They all ended up becoming customers.
Unfortunate that ross tech thinks they need to do this. It will certainly change the way I use the product...and probably not to their ultimate advantage.

From my perspective I like the lower cost tiers specifically the 3 license version. The probability of me purchasing the Ross tech version went up dramatically with the new pricing structure. I suspect they did it in response to the other low cost alternatives on the market. For a home user like me 3 licenses are suffice and the $199 price is much more attractive.

My first VAG was a 2012 GTI, then I also bought a Passat, then I traded the Passat and got my A6 TDI, then I traded in the GTI and got the A4...
That's 4 cars; if I've bought the new license type VCDS cable for $199, I'd be hosed right now...

Well, maybe not completely hosed. I suspect Ross-Tech will have an upgrade path to the 10 use VIN count for the $100 cost difference. They have done this in the past to upgrade older cables. This would be simpler as it would probably be done with a firmware download.

Since I bought vag com over 15 years ago, my wife and I have owned over a dozen Audis...plus the two my mom has owned, and the four owned by my wife's sister. We are enthusiasts, not a shop, yet none of the enthusiast licensing models fit us. We own four vag cars right now.
Eventually we will all run out of licenses.
