Dumb question but have you tried swapping it to the other door? If so and you can't are you sure they the right part number for your particular vehicle?
The gel is in a barrel. The barrel sits over the lens. It has a protrusion on one side. Get a small screwdriver and rotate the barrel around to where you want it.
I have (what appears to be) the same ones on all 4 doors in my 2012 C7. One of mine looked like yours when I first put it in, but I was able to spin just the "lens" itself while it was still installed. Just a *slight* push up and spin with your finger.
